Retired a few years back, and benefit from SS and Medicare and pensions. You want to $ 3,000 per year for the next few years in a regular IRA. If the IRS rules and regulations prevents me? Or sanctions?

No, unless you have earned income - wages and salaries.

No can do.

To contribute to an IRA, you must have an "income". Earned income from wages / salary or self-employed.
